WebApr 14, 2016 · Most of the badly scratched CDs I've owned have been "buffed out" with a high end disc repair machine at my favorite record store. It almost always does the trick. As someone mentioned, a bad scratch will result in a skip or drop out but minor scratches won't affect basic sound quality (I don't think). Gradual no, but a significantly dirty or scratched disc can degrade the sound quality slightly even before overt skipping or popping occurs. I minor scratch or blemish though probably isn't causing any loss of quality if you don't hear anything, especially if the scratch isn't deep.
